Strongest Heroes & Villains
Speaking in a canonical sense, which of the heroes & villains were actually the strongest in the series? Not gameplay-wise of course, but their strength interpreted from the story.

(Contains Spoilers)

I haven't played all the games, but this is what I've speculated, about the villains at least:

Neo ExDeath - He Controlled the Void, and could turn anything into nothing.
He even managed to fuse the planets. He was apparently even above the laws of the universe.

Ultimecia - Had power over Time & Space.
Managed to screw everything up by fusing the past, present and future into one time sandwich - creating a universe in which only she could live in.
Not too shabby at possession either.

Kuja - Created as an Angel of Death, destroyed a whole planet in his trance mode.
Managed to create his own distorted world in his madness.

Kefka - Rose up from a mere lackey to THE God of Magic.
He ascended to a higher plane, and even transformed the planet, into a world of ruin.


Anyone else wish to add anymore?

Well in FFX there were couple few Big Villians:

Seymour: He didn't really have much power at all. I'll admit he could summon some stuff, but nothing that Yuna really couldn't do. So he is weak in comparison.

Sin: Uhhh he was a thing. He did have a lot of power. He could pwn towns and kill everyone. But I supposed thats very minor in comparison to the other guys.

FF1:
Garland (not the one from FF9) : He possesed really no powers. He was strong in the game but that's not what were talking about. I don't really recall any of the powers if the had any.

FFIV:
Zemus was wild. He controlled people and he went all the way on the moon. You had to go out in space to fight this freak. He always stuck in my mind as a tough guy. Maybe I just worked him up more than he was to be in my head.

Kuja is easily the weakest of those characters. I never thought of him as very powerful. He was probably stronger than any of the individual party characters, but nowhere near the entire party together.

I know its not very outside the box, but I have always remembered Sephiroth as the most powerful Final Fantasy character ever. So much of the game spends time building up his strength. You get sideways comments from characters, such as Tifa claiming that he's never bled and then of course Cloud's own personal testimonies. Then there's that short bout where you get to use him, and hes just immensely strong. And then of course the Final Battle takes form in 3 parts, and you are able to involve 6 characters in the battle. I always thought he was the strongest.

I suppose Kefka was also very strong. I thought Zeromus, or Zemus, was really strong. I remembered fighting Golbez who was this gigantic like 8 Foot guy in full armour, who completely rapes the party. And then you realise hes being posessesed by this god, and then you fight the god who is easily the hardest boss I've ever fought in FF history. The game definitley conveyed to me that he was powerful. However, you only really learn this at the end, whilst characters like Sephiroth are built up throughout the entire game.

Another few weak villains are Vayne and Seymour. Seymour is literally defeated 4x, and uses a loophole in the Farplane to keep coming back. And Vayne is just a pawn of the occurians and is very much a human.

Sadly I must agree with Earnie.. Kuja is weak as hell. And he never really destroyed Terra. He messed up some of it's surface.. When you reach Kuja in Memoria he says that Terra will still merge with Gaia and so on.

I mean, he needed the Black Materia to summon Meteor. Which wouldn't have destroyed the planet, but leave enough damage for him to absorb the lifestream.
Yeah, sure he's a brilliant swordsman infused with jenova cells, his powers seem to be very two-dimensional.

I think Adel was a pretty tough boss.
I mean you get to see through flashbacks that she was a proper evil bitch and completely enslaved Esthar, which turned out to be the most advanced city on the planet. Good choice, I think. If you're gonna enslave a country then go for the one that can do the most damage to the other countries.

Also when she woke up, she was total pain to deal with just because you had to make sure that you didn't hurt Rinoa. I think that junctioning a person rates her up there with some of the best bad guys.

Yeah but you musn't forget his Safer Sephiroth form, particuarly when he does Super Nova. Even though the spell is really unrealistic, its obviously extremely strong. But I guess it's true that his powers are technically artifical.

Although... Sephy DOES fight Ultimecia and the Emperor at the same time in it. Or at least, he was about to. >.>

Anyway, Garland never really seemed that strong to me. Exploiting the time-loop, but not all that strong.
The Emperor from FF2... well,

Spoiler: The guy freakin' took over Hell. Sounds pretty strong to me. >_>

Zemus didn't really seem all that powerful to me. Strong, definitely, but he wasn't really built up enough to seem intimidating. It's just like...
"Oh btw there's this dude named Zemus who's wtfpowerful. kbai."
And that seems to be about all the info you get about him. >.>

Exdeath seems pretty powerful. Control over the Void = Crapload of power.
And once again, not canon I know, but he seems to be one of the more powerful villains in Dissidia, storyline-wise.

Kefka Spoiler: became a friggin' GOD! Then he actually managed to win against the party, pretty much destroy the world, stay a god for an entire year and release a bunch of evil into the world! Perhaps it's my fanboyism speaking, but Kefka seems powerful to me.

Sephiroth's definitely strong, but he seems to be stronger in actual combat, rather than sheer world-destroying power, from what I can tell.

Ultimecia suffers from the same problem as Zemus. Not enough info to seem intimidating. :\

Kuja destroying Terra makes him seem pretty powerful to me, but unfortunately that's about all he did.

Seymour... He seems pretty 'meh' in terms of power. As for Sin, he seems pretty powerful.

On the Ultimecia part you have to remember that she is actually there through the whole game.
The first moment You see Edea, it's Ultimecia and so on.

And Kuja still never destroyed Terra.
